Two former Whittier police detectives used unnecessary forcewho was running away from them, with one of the shots severing his spinal cord and leaving him paralyzed from the waist down, said Los Angeles County District Attorney George Gascón from the Hall of Justice on Wednesday, April 12.
The detectives, who were in plainclothes and driving an unmarked police vehicle, pulled up behind Carrillo, got out with their guns drawn and began approaching his sedan. At that point, Carrillo drove slowly in reverse and bumped their car — “a tap,” Gascón said — prompting Lopez to open fire, shooting twice through his back windshield.
Under California law, police officers can face charges of assault under the color of authority if they unnecessarily use violent force against a person.
