American Airlines and pilots unions have asked the Department of Transportation to take a harder look at carrier models like that of Dallas-based JSX.

Pilots at large U.S. air carriers are regulated under 14 CFR Part 121, which requires an Airline Transport Pilot certification, with both pilots and first officers accumulating 1,500 costly flight hours. This is a common barrier to becoming a pilot, an industry that has been plagued for decades by an ongoing shortage.

“JSX has found a way around the law with their business model,” DeFazio said. “SkyWest is attempting to emulate that, for the most part. They would go through security, but they would avoid the uninterrupted rest, duty time restrictions, and they would also avoid the training requirements. It’s a real concern.”

Wilcox said JSX complies with the Department of Transportation, Federal Aviation Administration and Transportation Security Administration’s requirements. He also said JSX runs a safe and secure operation.
