Apple is hoping to produce or acquire LiDAR sensors for its autonomous vehicle technology stack:

disengagement figures, one of the best metrics to judge AV companies' technical progress. Given these delays, Apple will find itself in the rear of the pack once it officially enters the AV tech space. In order to make up for lost time, Apple is looking to leapfrog into cheaper LiDAR.

Instead, it entered each market later, introduced a new device that was more user-friendly than what was available at the time, and rapidly gained market share. Its nearly bottomless resources afford it the luxury of taking its time. Apple is thus likely making a calculated decision to execute its AV tech strategy at a relatively slower pace.
