BEIJING—China reported its lowest number of new Covid-19 cases in three weeks, as authorities in Beijingin the race to stamp out the virus before it forces the kind of stringent lockdowns that have closed manufacturers in Shanghai.

China’s health authority on Tuesday reported 17,724 new locally transmitted infections across the country for the previous day, more than 95% of which were in Shanghai. In an afternoon update, Beijing officials said there had been 22 new cases, seven fewer than in the previous 24-hour period.
