Blair said police told him they needed more tools and the government and the Emergencies Act was the best way to give them those tools
Blair testified Tuesday as part of the Parliamentary committee examining the use of the act, which gives police extraordinary powers to make arrests and freeze personal bank accounts. He said he spoke with police chiefs during the January blockades about the problems they were facing, but it would not have been their role to ask for the act to be invoked.
Public Safety Minister Marco Mendicino suggested many times that police wanted the act invoked, but the chief of the Ottawa Police and the RCMP commissioner both said they did not specifically request it. Former Ottawa Police chief Peter Sloly asked for 1,800 additional officers during the protest. Blair, as the Toronto police chief, had 20,000 officers at his disposal for the G20 summit in Toronto in 2010.
“That was a planned event as opposed to this was a spontaneous disruption of public order in Ottawa.” “Although disruptive and inappropriate, and illegal, the blockades of the borders did not have the economic impact that you’re suggesting,” Motz said.
