Legislation submitted by state Sen. Laura Ellman, D-Naperville, making fentanyl test strips available to authorized agencies for free distribution has passed the Senate and is pending in the House. The idea was proposed by Ellman intern Lizzie Patterson, a Naperville North High School graduate. When Lizzie Patterson was interning for state Sen. Laura Ellman, D-Naperville, last summer, she was given a task: develop a bill that could be taken to Springfield.
Fentanyl test strips are seen in bags being given out in January by employees and volunteers from the Department of Family and Support Services to the homeless population during the 2024 Point-In-Time Count. The strips can detect the presence of fentanyl, which is extremely deadly and often mixed with other illegal drugs.
Under the measure, specified hospitals and other organizations deemed eligible would be enrolled to receive fentanyl test strips by participating in the state’s Drug Overdose Prevention Program. In Illinois, pharmacists and retailers can sell FTS over-the-counter, and county health departments are able to distribute test strips to the public for no fee.
