Treasurer Josh Frydenberg has handed down a federal budget with a heart that offers some important help for Australia’s most vulnerable, but it has dodged the bigger question of what to do about the huge debts Australia has accumulated during the COVID-19 pandemic.

The policy is rightly backed up with much tougher regulations on staffing and quality, reducing the risk that aged care providers will skim off the cash for their profits rather than use it to improve services.
