Anderson noted that the city doesn’t regulate what “type” of people can be served by a facility; for example, a care home for youth and a care home for seniors would both have the same zoning requirements.

Anderson said zoning does not consider the name an organization chooses for its facility; the STC operated a shelter downtown from December 2021 through much of 2022. That facility fell under the zoning for a temporary shelter, set up for a limited time to respond to the emergency situation of potentially lethal winter conditions for people with nowhere to go.Article content

Anderson said it’s ultimately up to the province to regulate day-to-day operations in the facilities it funds. The report being addressed by the committee listed various options for further regulation of shelter spaces. No one on the committee advanced any motions in favour of any of the options.
