D.C. judge allows CIA officer from La Mesa to withdraw sexual abuse pleas [Breaking]
shortly after his arrest and after the agency opened an administrative inquiry into his actions.
Last week, U.S. District Judge Colleen Kollar-Kotelly granted his request. In her ruling, she cited case law that such requests made before sentencing “should be liberally granted.” He also argued that his plea was affected by his attorney’s failure to investigate alleged constitutional violations by law enforcement in their search of his phones. The motion argues Raymond initially refused to give federal agents his phones’ passcodes to unlock them but was repeatedly pressured to provide the agents access to the phones’ content.
The investigation into Raymond was sparked after a nude woman was spotted on the balcony of his Mexico City apartment on May 31, 2020, “screaming for help.” She told investigators she met Raymond over a dating app and blacked out after having food and drinks that he provided, according to court documents.
