Dan Gleiter | [email protected] incarcerated at the Dauphin County Prison late last year, staff members noted Jamal Crummel displayed an altered mental state, lethargy, abnormal breathing and slurred speech – all signs of hypothermia.

“You have human beings dying [at Dauphin County Prison] and at an alarming rate, and no one seems to care,” said Crummel’s father, Jimmy Crawford. “I just want people to know that me and my family and my son’s friends and friends of our family care about what happened to my son. And we want the truth to come out.”

Dr. Eric Reinhart, a resident physician at Northwestern University and an anthropologist of law and public health, told PennLive it is quite possible Crummel did not have a heart condition until he developed hypothermia the first time. “We have a legal system that reflects the fact that we’ve built systems to enforce differential human value,” Reinhart said. “They say that corrections officers deserve dignity. They deserve proper compensation. They deserve safety. But the people, the medically vulnerable people that they look after, the elderly people, the young people, all these people should have equal value, but this system insists that they do not.

The jail has had long-standing issues with properly heating and cooling the facility because of its aging infrastructure. In October, Dauphin County spokesman Brett Hambright told PennLive that the jail relied on incarcerated people to file grievances when they feel their cell has become too cold or too hot rather than ensure the cells always remain at properly regulated temperatures.Hypothermia does not develop rapidly in such a situation, he said.

Dan Gleiter | [email protected] Following Crummel’s death, the county distributed thermal shirts to incarcerated people on four blocks, including the M block where Crummel was housed both times he developed hypothermia.

Hambright declined to answer questions from PennLive about Crummel’s death, stating only that county is “committed to decisions, policies, and team-building efforts that will make the prison a better place for inmates, staff, and visitors for years to come.”
