Education Minister Chan Chun Sing at a dialogue session with over 440 youth leaders from uniformed groups on Aug 22.Direct school admission must be accessible to the broad swathe of students, and not just those from families with more resources, said Education Minister Chan Chun Sing .

He said that schools can do more to look out for students with potential, but who may not have the necessary resources. According to the MOE in 2023, schools offering the Integrated Programme take in about 30 per cent to 35 per cent of the Secondary 1 enrolment through DSA, while non-IP schools can admit up to 20 per cent.

He said it is also easier to measure performance than it is to assess potential in non-standardised tests, adding that DSA categories like art, music, leadership and community require some judgment from assessors as they are “not so easy” to assess as well.
