CLEVELAND, Ohio— Disgraced former Cleveland City Councilman Kenneth Johnson on Wednesday will make his plea to reverse his convictions for fleecing taxpayers and underpaying his taxes.
He also underpaid his taxes and steered government money to Buckeye Shaker Development Corp. to keep his adopted sons on its payroll. Johnson helped fund the development corporation as a Council member. Watson stressed in the records that prosecutors should not have been allowed to insinuate that Johnson committed campaign finance fraud during the trial, particularly because he had never been charged with doing so.
