BREAKING 23-year-old driver of Porsche Cayenne arrested for allegedly plowing into crowd at South LA street carnival

Steven Weems, 23, was arrested for felony hit and run and was being held on $50,000 bail, according to the Los Angeles Police Department. Officers had tried to pull over the driver of the vehicle but he refused to stop, eventually plowing through a cement rail and into the carnival on the street.
