President Duterte signed last week the measure extending the validity of the 2019 budget until December 31, 2020, days after Congress ratified the proposed 2020 P4.1-trillion national budget.Based on Section 1 of the new Republic Act No. 11464 signed on December 20, it amended Section 25 of the 2019 General Appropriations Act to extend the validity of the budget until next year.
The act originated in the House of Representatives and was passed by the Lower Chamber on November 18, 2019. It was amended by the Senate on November 26 and was concurred in by the House of Representatives on December 4, 2019. President Duterte signed the P3.757-billion 2019 budget in April this year but vetoed P95.3 billion in items of appropriations in the details of the Department of Public Works and Highways programs/projects, which were not within the programmed priorities.
