The MCU's super-soldier serum has been notoriously difficult to replicate, which could be down to one secret ingredient in Erskine's original formula.
One theory suggests that the secret ingredient in the MCU's super-soldier serum is vibranium. The super-soldier serum has been a major plot point since the beginning of the MCU, with Captain America: The First Avenger showing the impact of Dr. Abraham Erskine's original formula in the transformation of Steve Rogers into Captain America.
It has already been proven that world governments did have access to a limited amount of vibranium during the 1940s, as Captain America's shield was made from the only vibranium in the US Government's possession. This could suggest that Erskine would have also had access to vibranium in Germany, allowing him to perhaps use particles of the metal in his super-soldier serum, imbuing the subject with the powers gifted by vibranium similarly to the Black Panther's heart-shaped herb.
It's likely that some of Klaue's vibranium was sold to residents of Madripoor, which meant that the Power Broker and Nagel would have had easy access to the metal. Nagel perhaps realized that vibranium would be the key to a successful super-soldier serum, allowing him to create the refined formula that gifted Karli Morgenthau and the Flag Smashers their superhuman abilities, while avoiding the physical changes demonstrated by Captain America.
The similarities in Captain America and the Black Panther's powers could add more weight to the theory that vibranium is the secret ingredient of the super-soldier serum. This would mean that both of the MCU's heroes have vibranium running through their systems, potentially self-replicating so that the effects wouldn't wear off, allowing both Steve Rogers and T'Challa, and later Shuri in Black Panther: Wakanda Forever, to exploit the powers of vibranium for their superheroism.
