Frederick Jeffery, 40, is the fifth person to have his conviction overturned in theThe Texas Court of Criminal Appeals ruled that former Houston police officer Goines “conducted fictional drug buys, provided false information in the affidavit for the search warrant” that led to Jeffery’s arrest, and lied in court about Jeffery owning a cellphone found at the scene of a drug raid.

As Jeffery was being arrested, he asked for his phone, court records show. Goines testified that when he went inside the house to retrieve it, he found it next to a plastic bag containing five grams of methamphetamine.

In January 2019, Goines led a team of Houston narcotics officers on a raid of a small home in south Houston. The operation quickly devolved into gunfire. The two homeowners were killed and four officers were wounded. Within weeks, police said they believed Goines lied about ever buying drugs from the home, a revelation that plunged the department into a wide-ranging narcotics scandal, and led to local and federal investigations.
