Facebook Inc.'s FB, +1.11% social-networking sites were not loading for all users around 1 p.m. Eastern time Wednesday. Both Facebook and Instagram were failing to load on both coasts in some cases Wednesday morning, though some users were able to access services. Facebook's status blog reported a "partial outage" at roughly 1:45 p.m.
