Just two types of beverages are allowed on the Senate floor: Water and milk.
And in the absence of pop and coffee, senators took advantage of the beverages available.
When senators ran out of milk, pages, high school students who serve as messengers, quickly came to lawmakers' desks with new glasses filled to the brim. Sen. Chris Murphy, D-Conn., spilled that his Senate-floor neighbor Sen. Elizabeth Warren, D-Mass., opted to go with milk while he had a secret stash of caffeine.
The rules of Senate procedure state simply,"Senate rules do not prohibit a Senator from sipping milk during his speech."
