As Gov. Gavin Newsom doles out a new round of homeless encampment funding, Bay Area cities and counties have yet to ramp up the programs he bankrolled earlier this year.
the single most visible manifestation of the crisis – the massive encampments of tents, shacks and RVs where residents with few other options live in dismal conditions on city streets, in parks and along riverbeds.
While activists have applauded Newsom’s efforts, a look around nearly any Bay Area city makes it clear that much more needs to be done. And experts complain Newsom’s funding has all been in the form of one-time grants instead of ongoing resources that cities, counties and nonprofits can rely on to set up programs that will last years.
The county received $2.3 million, most of which is going to an experimental program that will create housing “scholarships” of up to $16,000 for 65 people. That money can be spent – through a case worker – on anything from rental payments, to job training, to moving expenses for someone relocating out of the area.
