Guidelines on the arrest, detention and investigation of persons who are either not wearing or improperly wearing face masks may be out this week, Justice Secretary Menardo I.

Guevarra said on Monday, May 10.

Last week, President Duterte ordered the arrest, detention and investigation of persons who are found not wearing or improperly wearing face masks in public places. Guevarra reminded that local government units have “existing ordinances pertaining to health protocols and imposing penalties for violations thereof.”

Published reports stated that Philippine National Police Chief Lt. Gen. Guillermo T. Eleazar has ordered the police to carry out the directive of the President but assured the public that the police would respect the rights of violators and exercise maximum tolerance. It said the order for arrest and detention will give rise to more human rights violations in connection with the health protocols being implemented by the government.
