To make matters worse, her landlord earlier this month notified Banks, 50, a former Lowe’s worker, that her rent is increasing. Paying 30 percent or more of one’s income on rent is deemed a burden under federal guidelines — which essentially means it’s difficult to pay for all other essentials, including food and utilities, on top of housing expenses.

“We’re not only seeing rent raising, but costs of everything else going up, too,” said Lizbeth Parra Devila, a managing attorney at Texas RioGrande Legal Aid, a nonprofit that provides free, civil legal services for low-income residents of a 68-county swath of South Texas. “So many renters might be falling behind on rent because they have to make the decision between purchasing food for their families or paying their monthly bills. There is no easy way around it.
