Harris County adopts lower tax rate, scraps increases for police after lengthy GOP quorum break
The name plates for Republican Commissioners Jack Cagle of Precinct 4 and Tom Ramsey of Precinct 3 are shown during the Harris County Commissioners Court Tuesday, Sept. 27, 2022, in Houston. They did not attend the Commissioners Court.budget came to an end Tuesday, with the three-Democrat majority on Commissioners Court forced to adopt a lower-than-planned tax rate., skipping six meetings to prevent Democrats from passing their proposed tax rate and budget for fiscal year 2023.
Democrats, meanwhile, say Cagle and Ramsey are accomplishing the opposite by forcing the county to adopt a lower tax rate that will generate less revenue, including for law enforcement. After the tax rate discussions concluded, District Attorney Kim Ogg requested on Tuesday that Commissioners Court"properly fund" law enforcement agencies including the District Attorney's office and constables offices, notably not including the Sheriff's office in her request. More than 80 people signed up to speak as part of the discussion.
Ogg insisted on Tuesday the department's budget constraints are due to the Democrat-controlled court, not the GOP commissioners forcing the county to adopt the no new revenue rate. The Harris County Flood Control District loses its proposed $23 million increase, while the Harris Health system budget decreases from the proposed $957 million to $822 million. The Harris Health system includes Ben Taub and Lyndon B. Johnson hospitals, both of which treat a large share of uninsured, low-income residents and people of color, and also operates more than 30 clinics throughout Harris County.
