House Democrats unfurl climate-tinged infrastructure plan, but GOP support uncertain

The backbone of the House Democrats' plan would be a highway, rail and transit bill, of the kind that Congress enacts typically every four or five years

But it also bolts on a host of things that aren't typically merged together, including water and wastewater issues, airport fees tacked onto the price of an airline ticket, and an expansion of broadband.

Also unusual is the plan's climate focus, which could present significant obstacles to bipartisan agreement from Republicans, despite the general feeling among members of both parties that working together on an infrastructure package is possible, even desirable. Indeed, on Tuesday, less than 24 hours before Pelosi took the podium to roll out Democrats' plan, Republicans on the House Transportation Committee issued their own infrastructure principles. Those mentioned, among other things, a desire for more project and permit streamlining — but nothing about climate goals.
