The Utah House of Representatives passed two bills that would shutter abortion clinics in the state by 2024 and expand services for rape victims while strengthening a rape reporting requirement for abortions.

"Victims of rape already had their choice taken away from them when they were raped," Birkeland said. "This bill does not take their choice away from them."
