“If you fall in, you will die of pollution before you drown.” I sometimes think about things like this when I paddleboard right through the heart of downtown Jacksonville today. But I can give thanks for the Clean Water Act.

Polls showed that the American people supported it. And when Congress voted on it, the House initially passed it by a vote of 366-11 and the Senate by a vote of 74-0.When the Clean Water Act went to President Richard Nixon, he vetoed it shortly before midnight on Oct. 17, writing that the $24 billion price tag was too high.

It wasn’t just that the Cuyahoga River in Ohio repeatedly caught fire in the 1950s and 1960s, becoming the Poster Waterway for pollution. The water quality in the Potomac River has reached the point that there is a push to end a decades-old ban on swimming. Orth recalls hearing Nathaniel Reed, the late founder of 1000 Friends of Florida, speak in Jacksonville and tell a story about coming to town in that era near the birth of the Clean Water Act.

Hans Tanzler, mayor of Jacksonville from 1967 to 1979, led the efforts to change perceptions and the river. Five years later — after the city spent $150 million to shut down more than 75 pipes that had pumped sewage into the river — Jacksonville held its first St. Johns River Day. To illustrate how much the river had improved, Tanzler water skied through downtown with a couple of skiers from the Cypress Gardens show.Hardly. It was one thing to clean up this and other waterways. It has been another to keep them clean.
