The Reciprocal Access Agreement is the first of its kind to be signed by Japan in Asia, and comes amid heightened tensions in the Indo-Pacific. Japan has a similar pact with the UK and Australia, while the Philippines has a visiting forces agreement with Australia and the US. Cherrie Regalado reports from Manila.
