Johor's chief minister Onn Hafiz Ghazi has publicly criticized the federal government for repeatedly postponing the Johor-Singapore Special Economic Zone Master Plan. He asserts the plan is complete and argues delays damage investor confidence, calling for its immediate announcement without awaiting a leaders' retreat.
Johor Menteri Besar Onn Hafiz Ghazi has publicly expressed his frustration regarding the repeated postponement of the Johor-Singapore Special Economic Zone Master Plan. He is urging the federal government to cease delays on a document he asserts is finalized and ready for release.
In a Facebook statement dated July 2, Onn Hafiz presented a compelling argument for the immediate announcement of the Master Plan, emphasizing that ongoing postponements are severely undermining investor confidence and Johor's economic progress. Originally, the JS-SEZ Master Plan was slated for announcement by the end of 2025. That deadline elapsed without the plan's unveiling. A subsequent target date of March 30, 2026, was established, which was also missed.
Now, the launch has been delayed once more, reportedly until a leaders' retreat later this year. Onn Hafiz clarified that this delay is not due to the plan's incompletion.
"The Master Plan of the Johor-Singapore Special Economic Zone has been completed and should be announced immediately to ensure the good momentum of Johor's economy can continue," he stated in his post. Onn Hafiz directly challenged the rationale for the latest delay, arguing that the Master Plan does not require approval from the Singaporean government and therefore should not be held pending a bilateral leaders' retreat.
"The masterplan doesn't have to wait until the leaders' retreat later this year to be launched because it doesn't need approval from the Singaporean government," he explained. "Even relevant agencies from Singapore, Malaysia and Johor have already given their input and feedback. " He specified the critical elements covered by the plan, which include investor certainty, sector direction, investment zones, incentives, infrastructure, talent development, and inter-agency coordination. "This should not have been postponed.
It involves certainty to investors, sector direction, investment zones, incentives, infrastructure, talent development and inter-agency coordination," he wrote. The absence of this framework leaves both domestic and international investors without clear guidance on deploying capital within the zone. The Menteri Besar framed the issue as one of national economic urgency beyond the state government's capacity to resolve alone.
"JS-SEZ is too important to the Johor Nation. The State Government is appealing and urging the Federal Government not to delay the matter further," he pleaded. The JS-SEZ Master Plan holds significance not only for Malaysia but also for Singaporean businesses and investors who base decisions on cross-border operations, supply chains, and investment placements within the zone. The uncertainty surrounding the delayed framework is eroding the zone's potential and the substantial economic benefits it promises for both regions
