WASHINGTON—Just one day after the mass shooting at an El Paso Walmart, the top federal prosecutor in southern Texas declared that the incident would be treated as a terrorist attack.

“We’re going to do what we do to terrorists in this country, which is deliver swift and certain justice,” said U.S. Attorney John Bash in a press conference on Sunday addressing the massacre, in which 22 people were killed and which appeared to be motivated by the suspect’s anti-immigrant animus.
