should ensure they benefit the people of Saskatchewan. Premier Scott Moe has pursued any hint of federal ambiguity about constitutional authority, while neglecting to use that authority to collect adequate provincial resource royalties.

The extra US$3.7 billion should have gone to Saskatchewan people, but “provincial mining and other taxes” in Nutrien’s 2022 annual report rose by just US$683 million. In other words, Premier Moe’s government collected only 18 per cent of this windfall.
