The Saskatchewan First Act asserts existing, exclusive provincial powers, under Section 92A of the Canadian Constitution, over natural resources — their exploration, development, conservation, management and production — and the generation/production of electrical energy.citing the Supreme Court’s carbon tax decision. But nowhere does it state the federal government can regulate a specific provincial sector.
Nor is our act an “attack” on GHG reductions.
