This problem affects everyone. Due to declining birth and enrollment rates, the Illinois high school Class of 2027 will be down 10,000 students compared with last year; by 2030, it will be down 20,000 students, state birthrate and school enrollment data shows. With fewer potential college students, keeping more of them in state is critical. Otherwise, more Illinois colleges will close, with resultant consequences for local economies.
Celebrating our state institutions — through employing marketing campaigns, providing better and complete information to high school counselors, and encouraging friends and family to share more of their in-state college pride — could help improve these perceptions. Illinois is not alone in this problem: Tracking peer states may help. Large states such as Texas, New Jersey and California also have a college out-migration challenge, and their responses may be instructive. For example, New Jersey recently launched a “Garden State Guarantee” lowering costs for students who commit in-state; colleges are also stepping up international recruiting to bring in more students and balance the scales.
