Migrant Workers to Have Clinics Closer to Home Under Enhanced Primary Care Plan
Primary Care Plan, Migrant Workers, Healthcare

The Ministry of Manpower will enhance the Primary Care Plan for migrant workers from April 1, 2027, reducing travel distance to clinics and lowering employer payment rates.

The Ministry of Manpower will enhance the Primary Care Plan for migrant workers from April 1, 2027. The plan aims to provide migrant workers with affordable and accessible healthcare while maintaining sustainable costs for employers.

The enhancements include reducing the travel distance for migrant workers to clinics from 3km to 2km and lowering the annual employer payment rates to $97-$113. Four Anchor Operators, including SATA Commhealth and St Andrew's Mission Hospital, will manage the clinics across four zones, providing preventive and quality healthcare equivalent to polyclinics. The Primary Care Plan was launched following lessons learned from the COVID-19 outbreaks and has been providing foreign workers with affordable and accessible primary healthcare since March 2021.

The plan has been successful, with over 96% of migrant workers expressing satisfaction with the services provided by the clinics under the PCP they were assigned to. The enhancements were made possible by consolidating the existing six PCP geographical zones to four larger ones, streamlining clinic operations and ensuring service hours coordinated with foreign workers' healthcare needs and utilisation patterns.

The four healthcare providers appointed as anchor operators are SATA Commhealth, St Andrew's Mission Hospital, Healthway Medical group, and Fullerton Health. They will deliver an enhanced Primary Care Plan in four zones, providing preventive and quality healthcare equivalent to polyclinics. The clinics will be managed by the anchor operators, who will ensure that the healthcare outcomes of migrant workers are delivered well and that good health-seeking behaviour is promoted among migrant workers.

The enhancements aim to strengthen the health and well-being of migrant workers, who play a crucial role in building Singapore's infrastructure. The Ministry of Manpower will continue to work with healthcare providers and partners to ensure that the healthcare outcomes of migrant workers are delivered well and that good health-seeking behaviour is promoted among migrant workers
