MP Jamus Lim advocates for refining the Certificate of Entitlement (COE) system to consider needs, not just ability to pay, for private transport. Acting Transport Minister Jeffrey Siow responds, citing concerns about subjectivity and limited benefits of a needs-based system.
Certain groups are in greater need of private transport and the Certificate of Entitlement system should be further refined to account for not just the ability to pay but also assessed according to needs.
MP Jamus Lim made this call in an adjournment motion on Monday , saying targeted mechanisms for car ownership can promote positive behaviours. One way is to give discounts based on the needs of various groups. Responding, Acting Transport Minister Jeffrey Siow said a needs-based system for COEs sounds attractive, but in practice it is subjective, divisive and benefits too few. The market mechanism is transparent and allows the government to channel COE revenues to the benefit of the wider public, he added. “This is not a perfect system, but it is the fairest and most effective way to allocate scarce resource in Singapore's context,” he said.
