Analysis: The fight over Trump's emergency declaration is so explosive because it's about one of the most precious pieces of pork in the budget — military construction funds

Here’s how it worked: A service would remove a particular construction project from the five-year plan or from the president’s budget, by agreement with the member of Congress. Then that member, for whom the project was actually important, could ask the service for a letter that would testify as to the vital contribution of that project to our national security.
