New Dallas housing policy points in the right direction | Opinion

Supply growth isn’t anemic because Dallas has nowhere to build — Dallas has more underused land than any U.S. city, based on aby real estate firm CommercialEdge. It’s because of the city’s struggling permitting system, antiquated zoning code, under-invested infrastructure in Black and Hispanic-majority neighborhoods, and a political process empowering “not in my backyard” forces to an extraordinary degree.

This posed two problems: It guaranteed that affordable production would decline, since the designated areas have few buildable locations and high land prices, and it implicitly wrote off Dallas’ racially concentrated low-income neighborhoods for future investment. A racial equity audit ordered by the City Council confirmed these shortcomings last year.

The policy makes little mention of efforts to fix Dallas’ permitting process or expand what developers can build by right, frequently cited needs. It aims for mixed-income, mixed-race neighborhoods but offers no theory of how to create them. It has little to say about eviction protections for low-income renters or homelessness.
