Commissioners raise concerns about a lack of handicapped access, removal of guardrail to widen walkway
Carlsbad’s scenic, bluff-top promenade and five sets of stairs down to the beach soon could get their first major makeover since they were built in the 1980s along with the city’s serpentine seawall.
“This project to me seems incomplete,” said Commissioner Alicia Lafferty at the July meeting. “Building in-kind is not good enough ... you are not creating equitable access.” Also, the guardrail is no longer necessary because speeds have been reduced on Carlsbad Boulevard, high-visibility pedestrian crossings have been installed, and additional traffic-control measures are planned.
The corroded stairways have become “an eyesore, really, for the city” and need to be replaced, Hubinger said.“The ocean air is very corrosive,” Stine said. “You have to do some basic maintenance to preserve the structural integrity.”
