Speaking to The Straits Times, Dr Chang Siow Foong, director-general of AVS, said: “ will include penalties under the Act, to ensure that they remain effective in deterring acts of animal cruelty and abuse.” First-time offenders who neglect or abandon their pets can be fined a maximum of $10,000, jailed for up to 12 months, or both.
