A jogger found Tavitas’ nearly submerged body Friday afternoon in the 400 block of King William Street. He was fully clothed and wearing steel-toe boots. Police told reporters that it was rare to see Tavitas’ body standing up in the river rather than floating. The jogger could see the man’s head when the sun shined on the water, police said.
