Opinion: Why there may be much less — and much more — to the Mueller report than people expect

Those hoping or expecting to read that report, however, will likely be disappointed. It probably won’t see the light of day. That prospect, however, is not as troubling as it might seem, because the inordinate focus on Mueller’s closing report is misplaced. The document might be only one of three or more “reports” to emerge when the Russia investigation ends.
To the extent Mueller has concluded that certain current federal officials, and perhaps others, have not acted illegally, it’s possible Barr will explain those decisions to Congress and the public. If he does so, however, it’s likely to be within the context of his own congressional report , rather than by submitting Mueller’s report.
The one thing we should not expect to see in Barr’s notification, however, is Mueller’s assessment about whether there are grounds to ask a grand jury to bring criminal charges against President Trump after he leaves office.
This naturally includes assessing whether, how and to what extent Trump is compromised or is otherwise unable to perform his constitutional duties on behalf of the nation when it comes to matters involving Russia.
