OTTAWA—Ahead of a hotly-anticipated parliamentary hearing Wednesday into the extent of foreign interference in the 2021 election, a new report has concluded there are gaps in how the federal government determines how much election meddling is too much.publicly Tuesday affirmed the existing system to monitor and disclose evidence or allegations of election interference does work, but said the regime should be tweaked to take into account the rapidly-changing playing field for foreign actors.
Rosenberg also said that “several of the activities attributed to China, like targeting elected officials to promote Chinese state interests, encouraging individuals to act as proxies and threatening members of the Chinese community in Canada, are not restricted in time to election campaigns. Nor are they restricted in scope to attempting to influence election outcomes. Confronting these require strategies that operate on an ongoing basis.
The question of whether the Trudeau Liberals are taking the issue of interference seriously enough has dominated political discourse for days, with the Conservatives alleging that because the Liberals won the last two elections, they aren’t seized sufficiently with the problem. In a statement to the Star Tuesday before the release of the report, Rosenberg pushed back, saying he “served under both Liberal and Conservative governments throughout my career.”
Citing reporting by the Globe and Mail, the Conservatives said as head of the Trudeau Foundation, Rosenberg was “ involved in facilitating” a controversial $200,000 donation to the organization from a Chinese businessman tied to China’s ruling Communist Party “who was also intimately involved in Trudeau’s 2016 billionaire cash-for-access scandal.”
