In Manila, people evacuated offices and residences as buildings swayed. Traffic clogged the streets after the train network was shut down to assess damage. “The earthquake of magnitude 6.1 is considered a strong earthquake, but it is not a major earthquake,” said Renato Solidum, the agency’s director. He said he suspects that the damage in neighboring Pampanga province, the site of Clark airport, stemmed from soft foundation under buildings.Salvador Panelo, spokesman for President Rodrigo Duterte, urged the public to “remain calm but vigilant” in a statement.
