There is no indication that the Kremlin is ready to negotiate in good faith on Ukraine
The writer is the director of the Eurasia Nonproliferation Program at the James Martin Center for Nonproliferation Studies In light of last week’s historic US-Russian prisoner swap, one might be tempted to think that pragmatism has returned to Moscow’s foreign policy. After all, Vladimir Putin was willing to insulate a specific problem from his broader conflict with the US over Ukraine.
Just one day after Krasikov and the others had touched down at Moscow’s Vnukovo airport, the Kremlin explicitly rejected the idea that the “mode” and “principles” of the prisoner talks could be applied to the Ukraine war. Earlier this summer, Putin was clear that any negotiations would be conditional upon Ukraine dropping its bid to join Nato and withdrawing troops from the four regions which Moscow has constitutionally claimed as its own.
