Rules, part of wider proposal focused on free speech issues, would give police broad latitude to immediately impound carts if vendors break rules
San Diego is planning an aggressive crackdown on what officials call rogue sidewalk vendors in Little Italy, the Gaslamp Quarter, the East Village and the area around Petco Park.
The proposed effort to crack down on vendors who cite free speech protections is not being embraced as enthusiastically by leaders in coastal communities, where those vendors are concentrated. Michael Trimble, executive director of the Gaslamp Quarter Association, said Tuesday that the proposed impounding rules are exactly what the city needs. He said police have been reluctant to enforce city rules because the law has been too vague.Molina met recently with Trimble and representatives of the Padres and the California Restaurant Association to discuss possible solutions to the rogue vendors, including the city of Orange legislation.
In addition, the city would continue to allow exemptions for vendors of merchandise that is “inextricably intertwined” with a statement carrying a religious, political, philosophical or ideological message, such as an environmental group selling shirts about climate change.
The group is focused on street vendors, beach crime, bonfires and getting a fair shake from City Hall for hosting millions of tourists.The group says it remains strongly opposed to all forms of commercial and vending activity within San Diego shoreline parks and beaches.
