DUARA: There's big departments at the top like L.A. and San Francisco. And then there's the little ones, like in far northern California like Tehama County. And what Tehama County says is that they can't afford to keep their own people because L.A. and San Francisco and other departments come in and pay more. So they are going through a staffing shortage that's led them to stop all daytime patrols in the county. So they've been hit hard.
