Facing a June 5 deadline to avoid a default that many economists fear could trigger a global financial crisis, the tentative deal hammered out over the weekend involving the White House and House Speaker Kevin McCarthy, R-Calif., didn’t focus on all the matters raised by Kelly or Sinema.The House was expected to vote on the package Wednesday and the Senate could take action by Friday.
McCarthy told reporters in Washington that he discussed the negotiations with Sinema, along with moderate Democrats such as Sen. Joe Manchin, D-W.Va., and Rep. Josh Gottheimer, D-N.J. Kelly is concerned projects seeking grant funding under CHIPS will require environmental assessments under the National Environmental Policy Act, or NEPA, that can last years. In some cases, the projects have already received their needed permits and construction has already gotten underway.
Rep. Raúl Grijalva, D-Ariz., the top-ranking Democrat on the House Natural Resources Committee, said changes to NEPA weaken the rare shield against corporate exploitation.
