Outsourced workers in five essential service sectors will receive a minimum of 10 days of annual leave from 2029, up from seven days, as part of ongoing efforts to professionalise these industries under the Progressive Wage Model.
The Manpower Ministry has announced that outsourced workers covered by the Progressive Wage Model will see an increase in their minimum annual leave entitlement, rising from seven days to ten days.
This policy change applies to employees hired by service providers and then assigned to client companies through outsourcing arrangements. The enhancement is part of broader efforts to professionalise essential service sectors and improve working conditions. The new requirement will be implemented gradually across five key sectors-cleaning, security, landscape, lift and escalator maintenance, and waste management-starting in 2029. By expanding leave entitlements, the government aims to elevate job quality and support a more sustainable workforce in these critical industries
