Singapore is set to introduce a nationwide disaster alert system that will utilize mobile phones to inform the public about emergencies. The system, known as the Cell Broadcast System , is being developed by the Singapore Civil Defence Force (SCDF) in collaboration with local telecommunication companies and is expected to be progressively implemented by early 2026.
Law Minister Edwin Tong, who also serves as Second Minister for Home Affairs, revealed this during the Asean Strategic Policy Dialogue on Disaster Management held at the Grand Hyatt Singapore on August 20. Tong emphasized the importance of reliable communication in emergency situations, stating that prompt and timely information dissemination to the public is crucial. He highlighted the rapid advancements in communication technology, stressing the need to leverage innovations such as artificial intelligence (AI) to enhance disaster management strategies. As an example, Tong cited a case of an AI-powered weather forecasting system in the Philippines that provides neighborhood-level weather predictions, enabling residents to prepare for potential disasters like flooding.The new system will complement Singapore's existing Public Warning System, which includes a network of sirens, and the SCDF's myResponder App, which alerts the public to respond to nearby emergencies such as minor fires and cardiac arrest cases. Furthermore, Tong underlined Singapore's commitment to knowledge sharing and international collaboration in disaster management. He pointed to the inaugural Singapore-International Disaster and Emergency Management Expo, scheduled for November, as a platform for facilitating exchange of expertise and best practices. The minister also highlighted the success of Asean's Emergency Response and Assessment Team (Asean-ERAT), which is equipped with specialized skills to provide humanitarian assistance to disaster-affected countries.
