The Singapore government is exploring the use of autonomous technology to disrupt websites involved in scams and other malicious cyber activities. Second Minister for Home Affairs Josephine Teo stated this on Tuesday (Mar 4), emphasizing the increasing complexity of the threat landscape where criminals are increasingly leveraging technology, particularly artificial intelligence (AI), to carry out more sophisticated crimes and target a wider range of victims. Teo, who is also Minister for Digital Development and Information, highlighted the government's ongoing review of laws to ensure their effectiveness in addressing traditional crimes committed in cyberspace and its commitment to strengthening regulatory frameworks to leverage technology in combating cybercrime.An existing example of AI's application in disrupting scam activities is the Scam Awareness and Targeting Intelligence System (SATIS). Developed jointly by GovTech, the Ministry of Home Affairs (MHA), and the Singapore Police Force (SPF), SATIS utilizes AI and machine learning to identify and disrupt scam sites. This system goes beyond targeting impersonated government websites and encompasses bank phishing sites, malware hosting sites, and sites used in impersonation scams. In a separate speech, Minister of State for Home Affairs and Social and Family Development Sun Xueling revealed that SATIS will be expanded to disrupt other scam enablers, including payment channels and mobile numbers.The Home Team is actively investing in AI capabilities through its AI Movement, launched last year by HTX, the Home Team's science and technology agency. HTX aims to build a workforce of 300 AI specialists by the end of this year. Some AI solutions are already being implemented, such as the Singapore Civil Defence Force's targeted on-site inspection tool, which uses AI to assess the likelihood of fire safety violations in commercial and industrial premises based on data like past inspection reports. This tool will be progressively rolled out for field testing across all frontline units in the coming months.The Home Team is also utilizing smart and autonomous solutions for threat detection. The Singapore Prison Service (SPS), for instance, is testing smart sensors in medical wards and cells to remotely monitor inmates' vital signs, enabling quicker responses to incidents like falls or abnormal heart rates, particularly crucial given the growing number of older inmates.To address manpower challenges, Singapore began recruiting foreign Auxiliary Police Officers (APOs) from more countries in December 2022. These APOs, from Sri Lanka, Myanmar, the Philippines, India, and China, constitute about three percent of the total APO workforce. All APOs must meet stringent physical, educational, and probity requirements set by the Singapore Police Force, including security screening and completion of the APO basic course. The Auxiliary Police Forces provide new APOs with the necessary training to become familiar with Singapore's local context, cultural nuances, and operating environment. Similarly, the Singapore Civil Defence Force will recruit ASEAN nationals for its Emergency Medical Services starting this month. All new recruits will undergo rigorous training and accreditation. Mrs. Teo emphasized that the Home Team has undertaken numerous transformation initiatives to meet new and growing demands in an increasingly complex threat landscape, boldly leveraging technology, using AI against AI-driven crime. Singapore will continue to review its laws to address traditional crimes committed in cyberspace and strengthen its regulatory frameworks to effectively leverage technology in combating cybercrime. A comprehensive governance framework for AI use within the Home Team has been established, comprising principles to guide AI project implementation and ensure compliance with Singapore's laws. 'We will also put in place safeguards, including to ensure that there is an appropriate level of human intervention to act as a layer of checks and ensure accountability,' she added.
