The Singapore government is undertaking a comprehensive review of the Building ( Strata Management) Act to strengthen the framework for managing condominium estates and ensure their long-term viability. This review addresses key areas such as financial planning, infrastructure upgrades, safety enhancements, and self-governance, all aimed at improving the living conditions and financial stability of strata-titled developments.
Second Minister for National Development Indranee Rajah announced in Parliament on Wednesday that the government is exploring measures to require condominium management teams, also known as Management Corporation Strata Titles (MCSTs), to submit and publicly disclose key financial information. This initiative aims to increase transparency and allow unit owners and prospective buyers to better understand the financial health of the MCSTs, including the adequacy of their sinking funds. The authorities recognize the critical importance of sufficient sinking funds for maintaining and improving aging buildings. More than 1,000 of Singapore's 3,750 strata developments are at least 30 years old, highlighting the need for proactive financial planning to cover essential maintenance and upgrades, such as lift replacements and retrofitting to meet modern safety standards. Ms. Indranee emphasized the challenges faced by MCSTs that lack sufficient funds, often leading to the need for special levies from unit owners, which can be a significant financial burden. The government's proposal includes a standardized format for financial reporting, making it easier for owners to monitor the financial performance and sinking fund levels of their MCSTs.\The review also focuses on improving the safety and accessibility of buildings and infrastructure within strata developments. The authorities are actively exploring ways to enhance the safety of older lifts and escalators, ensuring they comply with modern safety standards. Moreover, the government is considering co-funding support for selected essential safety features for eligible private building owners and operators. Minister for National Development Chee Hong Tat echoed this commitment, stating that the government is exploring co-funding opportunities for key upgrading works, with a particular focus on safety and livability within private estates. Furthermore, the authorities are investigating the possibility of lowering resolution requirements for infrastructural upgrades, encompassing essential facilities installations, senior-friendly installations, and solar panel installations. This aims to streamline the process for necessary improvements, facilitating a smoother transition towards modern standards and enhanced living environments within these developments.\Addressing concerns about self-governance, the government is studying measures to prevent the manipulation of voting systems within strata-titled properties. Ms. Indranee acknowledged feedback regarding situations where a small group accumulates a significant number of proxy votes, thereby controlling decisions within the development. To address this, the authorities are considering further limitations on the percentage of total proxies that can be held by each household, preventing concentrated voting power. Additionally, the government aims to ensure that MCST members receive appropriate training to effectively manage their estates. The Building and Construction Authority (BCA) has been engaging stakeholders since June 2023 on these proposed amendments through platforms like focus group discussions. Public consultation on the draft amendments to the Act will be conducted from March 9 to April 8 through the REACH platform, allowing the public to provide feedback on the proposed changes. The overarching goal of this review is to strengthen Singapore's strata management framework, ensuring that private residential developments remain well-maintained, accessible, and liveable for all residents. The government's commitment underscores its dedication to the long-term sustainability and quality of life within strata-titled communities, as these become an increasingly prominent component of Singapore's residential landscape
