Even with political consensus on the direction of health reform, Ireland has struggled to achieve its goal of universal coverage.
The committee got its work done in 10 months. As the chair wrote in her preface, “Inevitably, members hold different political views. However, we have reached a consensus on how to achieve the shared goal of a universal single-tier health system.”
The system would have a governing board and a national Implementation office to guide the changes over 10 years. Everything was costed. And, oh yes, regionalization. Wait lists are at pandemic-fuelled record levels. As in other jurisdictions, investments in new hospital beds have deferred spending on social care and prevention. Free, universal access toPowerful constituencies continue to drag their heels or simply carry on as before. Leaders lament the breakdown of collaboration and flagging commitment to the vision.
